    "content": "Mr. Speaker, Sir, I said that the Kshs300 million was contributed by ADRA. It contributed US$2.5 million and IFAD contributed the other US$2.5 million. It is not the Government which did that. The reason why the Ministry got involved is because the money was going to be given just once. But we agreed with Equity Bank to keep that money and then disburse to farmers about Kshs3.2 billion. Otherwise, we were not depositing it as security."
