    "content": "Madam Temporary Deputy Speaker, I rise to support this Motion. I wish to start by congratulating the Minister for a well presented document. It is a good policy if only it can be polished. This is a good start and being a first-time Minister, that is a commendable job. I will not belabour on the issues that have been touched on by the various contributors to this debate. But I wish to raise a few pertinent issues that the Minister would wish to address because they are very critical. Being on the ground where the youth are, and having come here on the strength of the youth vote, I know that I have the mandate to comment on these issues. The youth comprise 60 per cent of the population."
