    "content": "Mr. Speaker, Sir, I beg to ask the Minister for Energy the following Question by Private Notice. (a) Considering that electricity tariffs in Kenya are already among the highest in the world, could the Minister explain the facts that informed the recent sudden decision to raise electricity tariffs by up to 21 per cent, including Value Added Tax (VAT) of 24 per cent? (b) Could the Minister also explain the specific and deliberate plans he has to develop alternative energy sources to enable the country stay on a competitive edge against her neighbours? (c) What urgent and specific interventions has the Government put in place to stem imminent huge loss of revenue by the Government, which will result from Kenya's neighbours developing their own refineries and enhancing their energy bases?"
