    "content": "Mr. Speaker, Sir, I agree that it affects them. However, I just wanted to clarify that there are five different categories of consumers. The 21 per cent increase is not applicable across the board. This is the maximum increase. But I agree with the hon. Member that an increase in the cost of electricity at any level will affect everybody in this country."
