From that explanation offered by the Minister, it will appear to the Chair that, indeed, there is a dichotomy in those presentations covering Development and Recurrent Expenditures respectively. As to the details of the District Allocation Budget, Ms. Odhiambo and, perhaps, other hon. Members, you will be at liberty in your contributions to, among other things, capture and point out to the Minister where there are weaknesses in the Estimates that relate to that Vote. So, the Minister will then, before the close of the debate, respond to those issues that will have been canvassed by hon. Members. I think we should now proceed."
