I want to seek your direction on whether other business conducted by the Attorney-General can have priority over Parliament and, in view of collective responsibility on the side of the Government, whether any other Minister could answer the Question on his behalf. Otherwise, Ministers may then feel that they can avoid Parliament and go about their business. I am just asking for your guidance in view of the previous rulings by the Chair."
