    "content": "Mr. Deputy Speaker, Sir, absolutely no! The Ministry is not unable. We have, through the captation approach, been able to increase access to books, instruments and other things, making it much easier for teachers to handle slightly larger figures. It would have been very appropriate if we had the money from the Budget. We would, obviously, be able to roll out employment of teachers. I am, however, sorry to say that as it stands today, it is not possible for us to recruit more teachers, because we are limited by the Budget and the ceiling that has been set by the Ministry."
