    "content": "Thank you, Mr. Deputy Speaker, Sir. The answer by the Assistant Minister gives the impression that there are no legal mechanisms for enforcing the law. The National Environment Management Act is very clear on what constitutes a criminal offence. If what is happening in Karatina is true, then clearly, an offence is being committed. What is the Ministry doing to ensure that the provisions of the Act are complied with and those who are discharging effluent into the rivers are prosecuted?"
