    "content": "(b) The council has issued notices to plot owners to pay the relevant fees and charges to the Thika Water and Sewerage Company so that they can be connected to the sewerage system. The council will enforce the same using the Public Health Department to ensure that the plot owners connect to the sewerage system, failure to which the council will use legal means to force the plot owners to arrest the situation."
