"content": " Madam Temporary Deputy Speaker, because I will give this document to hon. Members, I will now summarise by saying that the Gross Recurrent Estimates for the Ministry of Youth Affairs and Sports during the year 2008/2009 amounts to Kshs4.096 billion. The details of that money is given in this document. I would like to remind this House that there were 11 million Kenyans aged between 18 years and 35 years. By 2012, that number will be 15 million. Therefore, we need to make corresponding investment and be able to deal with that very special portion of our population. With those remarks, I beg to move and I request the Minister for Education to second."
