But I believe that part of the problem lies from the fact that the Assistant Minister deputizing the Minister is not the deputy in that Ministry substantively. So, is it in order for the friendship between Mr. Kenyatta and Mr. Nguyai to be carried up to the affairs of the Ministry?"
