This is now one and a half years down the line and they have not paid the wazees whom you engaged to help in the census. How does that reflect on the efficiency of your Ministry or the entire outlay that you put in place to carry out the census? Is it not very unfair? Do you not think that you owe an apology to all those wazees for the delay? Could you not feel obliged to apologize?"
