"content": "Order, hon. Assistant Minister! The issue at hand is a Kenyan officer whose family is suffering because his salary has been stopped. The concern of the Members of Parliament is that it is not known under what circumstances the officer is missing. In the first place, it was wrong to classify him as a deserter. He could be missing in action. He could also have been taken hostage by hostile people. He could also be dead. There are a lot of things that could have happened. In view of that, are you prepared to go back to your Ministry and restore the salary of the officer so that the children do not suffer? That is the issue that the hon. Members are talking about."
