"content": "Thank you, Madam Temporary Deputy Speaker. I would like to support the Motion. The provisions of this Motion already exist in the Kenya Communications Act, CAP.23(1). The Act provides that all telecommunications service providers must provide services directly to all users of telephone handsets. The provisions of the Act should have been implemented by the Ministry through the Communications Commission of Kenya (CCK). If the CCK had implemented the provisions of the Act, Safaricom or Celtel would not have had to ask the users to register. I would like to call upon the Ministry of Information and Communications to pull up its socks and make sure that the provisions of the Kenya Communications Act are implemented accordingly. There are a lot of loose ends in the Kenya Communications Act, which the Ministry must tighten. For example, all the mobile phone operators are not operating according to their licences. 1542 PARLIAMENTARY DEBATES July 2, 2008 There is a lot of laxity, especially in the provision of telecommunication services. Although I support the Motion, it is going to be very difficult to implement its provisions. To date, we already have over 11 million subscriber base. It is going to take more than two years before this is properly implemented. The previous speaker is a Member of the Departmental Committee on Energy, Communications and Public Works Committee. We have been wondering how we can sort out this issue. It is going to be quite a nagging issue. With those few remarks, I support the Motion."
