The figure of Kshs483 billion which the Assistant Minister has read to us is actually the Budget for the whole country. You can see the kind of answers the Government gives us in this House. That is why we are saying that the Leader of Government Business must take the lead in this matter. We said that this morning. Mr. Deputy Speaker, Sir, that not withstanding, I would like the Assistant Minister to tell us the purpose of that joint venture. Given the figures read by the Assistant Minister, let us say that the Government put in Kshs451 billion and the cement company put in Kshs31 billion. That is skewed! What was the purpose of the joint venture?"
