    "content": "Mr. Deputy Speaker, Sir, the Assistant Minister seems to accept the explanations from his engineers in the districts that, after they de-silt a dam, within one year, it is full of silt. What is happening in the districts is that the engineers are not doing anything. You just allocate them, for example, Kshs2 million, they agree with the contractor and they certify a dam that has not been done, as having been done. The Assistant Minister then comes to Parliament to justify that by telling us that we did not fence those dams. Could the Assistant Minister tell us whether they have put in place a better mechanism of supervising the engineers at the districts, who are now colluding with contractors to certify dams as having been done?
