    "content": "Mr. Deputy Speaker, Sir, that is totally unrelated issue. We are dealing with Ambassadors. The letter has not directed the Permanent Secretary to effect an implementation. It has requested. The request must be evaluated within reason. Is it reasonable or is it not? We found that it is not tenable to do it the way it was requested. My Permanent Secretary wrote back to the Permanent Secretary, Secretary to the Cabinet and the Head of public Service to tell him why a better way could be taken. We have undertaken that. We have prepared a rationalisation document and forwarded it to the Permanent Secretary, Secretary to the Cabinet and Head of the Civil Service. We are awaiting an implementation."
