This was because Mr. Githae was the only person who stood up when I cast my eyes across the Chamber. Mr. Okemo was not on his feet at that time. Yes, that is so. Going by the provisions of Standing Order No.63, you do not catch the Speaker's eye by virtue of your position. You catch the Speaker's eye by expressing your intention to want to speak. Standing Order No.63 provides that every Member desiring to speak, regardless of whether or not you are a Chairperson of a Departmental Committee, a Minister for that matter or even the President--- You must express your desire to speak by rising in your place. You will then catch the Speaker's eye. So, be guided accordingly. Mr. ole Metito!"
