    "content": "It is my position that the views expressed by hon. Orengo should have awaited the seconding of that Motion, and at that point the Chair then would propose the amendment and Mr. Orengo would very well have legitimately raised those concerns, inclusive of the form that the amendment has taken. I have also heard the Prime Minister with his concerns, that the amendment, if at all, should have been specific. As I see the Motion, it proposes that this House approves an allocation of Kshs246,434,247,840, which will be half of the Budget amount or the amount in the Printed Estimates, indeed, in accordance with Section 101 of the Constitution. As I see it, the Motion by Mr. Imanyara similarly carries a figure of Kshs123,217,123,920. It is in the Motion that has been given to the Chair and the House. Mr. Prime Minister, the proposed amendment is not generalised. It is specific in the sense that it cites the amount that it wants the House to approve. In those circumstances, I find the Motion, or the proposed amendment to the Motion, up to where we have come, valid."
