    "content": "The points of order that have been raised by the Government side are legitimate and, indeed, they are so weighty that the Chair, really, has a duty to listen to those points of order. The Government side, by the point of order which has now been raised by the Prime Minister, subsequent to my ruling, is intimating that, if we proceed with the Motion of amendment as proposed, we are likely to be in breach of the Constitution. If that were to be so, then, indeed, if we proceeded, the House will be doing a thing that is unconstitutional and, therefore, out of order. But having listened to the concerns raised by the Prime Minister and, indeed, ably supported by the Leader of Government Business, I still find that the proposed Motion of amendment, up to where we have come, is legitimate."
