    "content": "The Rapid Results Initiative is pegged on hundred days. Is that too much to ask of the Government; to be the change that they desire to bring to this country? That is what we are saying. There is nothing new here! What is scaring the Front Bench is the fact that, it has never happened before. But they should realize that Ekwee Ethuro and others were never on this side of the House! So, we have to demonstrate to them that this Parliament has to assert its authority! Mr. Speaker, Sir, if you go back to Section 99(4), it says: \"Parliament may prescribe the manner in which withdrawals may be made from the Consolidated Fund or any other fund of the Government of Kenya\". It is either through an Appropriation Act or a Vote on Account, which is restricted to 50 per cent. Mr. Speaker, Sir, more importantly and substantially is that the Minister for Finance, in his Estimates, has not even obeyed the law on Constituencies Development Fund (CDF)!"
