Our Standing Orders, as they are today and the law for that matter, require that matters which are going to entail taxation of Kenyans, or debits from the Consolidated Fund, must get the consent of His Excellency the President. The President has given consent to access to upwards of Kshs246 billion. What this Motion of amendment seeks to do is within that consent. Note that what is significant is that it is within the consent that has been given to the Motion. It is not outside that consent, because the Motion seeks to reduce the figure and not go above the consent that His Excellency the President has given."
