    "content": "Mr. Speaker, Sir, indeed, there is a problem with the scheme of service. As you know, the scheme of service is being prepared by the Public Service Commission (PSC), the Department of Personnel Management (DPM) and the implementing Ministry, which is the Ministry of State for Provincial Administration and Internal Security. We are looking at the cases of the ASAL areas. Some of these positions have been advertised, sometimes three times, and nobody has come forward to apply for them, as Mr. Ethuro has explained. We are considering reducing the requirements specifically for the ASAL areas."
