    "content": "Order, hon. Members! There is one matter raised in the point of order by Mr. Imanyara, which the Minister has responded to. I am glad that the Minister has expressed regret and, in effect, therefore, apologised for the delay in bring the Ministerial Statement on operationalisation of the Political Parties Act, and the fact that an answer was, perhaps, given before the Ministerial Statement came to the House. Hon. Members will appreciate that the answer was given at a time when the House was on Recess, and the subject matter of that Ministerial Statement was a matter of great public interest and urgency. So, for those reasons, the action by the Minister, and the Government, therefore, would, to some extent, be justifiable! But the Minister ought to have treated the House with courtesy and respect, and she ought to have taken the earliest opportunity to bring that Ministerial Statement to the House, rather than wait until the House reminded the Government that there was a Ministerial Statement that was urgent, was required and for which the Minister was under an obligation to account to the House by bringing the Statement and an explanation to the House. Would the Government, therefore, please, not that the House must be treated with courtesy and respect, and that the appropriate forum to bring Ministerial Statements is the House and not any other forum, including public rallies?"
