    "content": "Mr. Temporary Deputy Speaker, glaring was the report that was submitted to the Minister; it was a report that, in my view, should not have been accepted; it was a report that should not have been acted upon; it was a report that really gave a break down of the scores that were obtained by various candidates. The leading candidate was able to get 70 per cent. The second one got 64 per cent, and the last got one 53 per cent. I do not know why the Minister made a very arbitrary decision to settle on the candidate No.4 and disregarded the most qualified candidate. To me, the decision by the Minister was not justifiable, was not prudent, and it really lacked accountability and transparency."
