That last Question has, in my view, been answered satisfactorily and that is why the Questioner remained seated even as the Minister concluded. But there is one matter that I am bit concerned about as the Chair. It is incumbent upon Members of the Cabinet, Ministers and Assistant Ministers, or any persons assigned responsibility to discharge their duties without citing the appointing authority. It is presumed that the Minister, having been appointed Minister and assigned that portfolio, represents the appointing authority."
