    "content": "Mr. Speaker, Sir, I rise to seek your guidance on an issue. Some few weeks ago, I had requested for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security regarding the date on which the President intended to bring into operation the Political Parties Act. Contrary to our Standing Orders, when the Ministerial Statement was issued, it was issued outside the House. Mr. Speaker, Sir, the purpose for rising on a point of order is to seek to know whether that was in order. If so, how do we raise matters arising out of a request for a Ministerial Statement when that Ministerial Statement is given out of the House?"
