    "content": "the issue of employment in this country, the Minister needs to be slightly more serious. We have the Youth Enterprise Development Fund and the Women Enterprise Development Fund created in this country. But nobody gives us any statistics on the effectiveness of these Funds. Mr. Speaker, Sir, it would have made a lot of sense if the Minister for Finance proposed that the money for women and the youth be handled the way the Constituencies Development Fund (CDF) monies are being handled. That is a sure way of ensuring that, that money reaches the youth at the grassroots."
