I know that gazettement is a requirement for Members of Parliament. I know of no legal requirement for gazettement of Ministers. A letter of appointment is normally between an employer and an employee. You can even work for a year and a letter be given later. It is a matter of procedure. Pursuant to what provisions of the law is the point of order being raised?"
