(a) The matter came to the attention of the Ministry and the National Environment Management Authority (NEMA), and we are in the process of finalising regulations and guidelines to be gazetted under the provisions of the Environmental Management and Co-ordination Act, 1999, and will subsequently be enforced by NEMA. (b) The Ministry had imposed a ban on sand harvesting in April, 2006 but it was lifted in December, 2007, because sand harvesting went underground, thereby causing more damage than it was envisaged. There were some agents who were encouraging people to harvest sand at night. There was corruption and mining of sand at night. The Ministry is going to give guidelines. We will do the gazettement of the new guidelines."
