    "content": "Mr. Speaker, Sir, indeed, we recognise that our roads need urgent repairs. However, the availability of funds stands out as the biggest obstacle towards achieving this. In order to do the necessary repairs, it is necessary that the Ministry does the repairs before the damage has gone to a high extent. Mr. Speaker, Sir, The Ministry is currently focusing on roads which require urgent repairs instead of waiting until we have to re-do the roads afresh. We have also come up with several authorities that will specifically deal with specific roads. Category A, B and C roads will be dealt with under the Highways Authority."
