    "content": "(c) The University operates under an Act of this Parliament and a Common Bargaining Agreement (CBA) which outlines rules and regulations on how to handle staff matters, including discipline. In addition to the above, there are labour laws, including the Employment Act, which govern labour relations. As an Assistant Minister, it is my duty to see to it that council decisions are made within the provisions of the relevant Acts and CBAs. Despite the fact that the university has taken its time to act on the case, we have asked it management to give us a reason why they have not reinstated the person. If they do not do that in two weeks, then we will deal with the matter."
