There is a tendency in this Parliament by the Ministers and Assistant Ministers, when they do not have sufficient information to answer a Question, to keep on insisting on giving vague answers to this House and to the Kenyan people. The Assistant Minister has confirmed that he does not have sufficient information to deal with this Question. Therefore, will I not be in order to ask that this Question be deferred until the Assistant Minister has sufficient information or the substantive Minister comes to answer it?"
