    "content": "Mr. Speaker, Sir, it is known and it is a fact that the appointment of BOGs takes time. It takes a long time for the members of the BOGs to get letters. Many Boards elapse because of bureaucracy, and normally there is no action from the Ministry. This makes principals and some members of the Board go to the Ministry thereby wasting public money which could be used by the schools for other purposes. They travel all the way to Nairobi to pursue the release of the appointment letters. Could the Ministry act immediately the moment they get proposals from the DEOs?"
