    "content": "Mr. Deputy Speaker, Sir, there is a procedure in the Ministry. We have a section which deals with registration of such colleges. I have also informed the House that we are in the process of establishing a fully-fledged department, which will deal with quality assurance, so as to deal with this matter, once and for all. Quite a number of applications are received by our offices. We normally send our quality assurance officers to inspect those institutions before they are given the requisite registration certificates."
