"content": "Order, Dr. Eseli! Hon. Members, if I was the Minister for Lands and this kind of Question was put, I would answer it in the same way. Hon. Members have to be specific on the issues they ask about. When an hon. Member asks if the Minister is aware that there are 43 families living in Manera and he tells you he is not aware, it is because he believes he is not aware! He proceeds on to the other part of the Question and says: \"In the light of the answer to parts \"a\" and \"b\", no action has been taken\". It is upon you to come to the House with the facts, which cannot be refuted, to show that actually what the Minister is saying is either a lapse on his ability to run his Ministry, or he is deliberately misleading the House. I will not tell you how to do this, but you understand how to put it across!"
