    "content": "Mr. Speaker, Sir, this project was funded under the French Phase II, which has different scopes of work. There is the survey work, design and contractual work. The survey work was done by August and September by the surveyors. Thereafter, it went for the contractual work. That is why I was saying that the contractor was to be on site at the time when violence erupted. He left the country and came back in March, 2008. He has started work in parts of Nyanza, Western and Rift Valley provinces. This contract of French Phase II is divided into three contracts."
