    "content": "Mr. Deputy Speaker, Sir, you will realise that blacklisting a contractor means that you have to totally destroy the career of that particular individual or company. Sometimes before we take that action, we have to consider so many things. One of the things that we do, first of all, we terminate that contract and see whether they will improve in other contracts. Secondly, if they misbehave, it is when we move towards blacklisting them. Once a contractor has been terminated or blacklisted, they will never take any jobs anywhere else. So, I think, it is a way of trying to encourage these contractors to deliver instead of punishing them before we give them a chance to perform."
