We will allow the Member to ask the Question on behalf of Mr. Bett, but, please, note that because you are relatively new, you may not have known that it is necessary that you notify either the Speaker's Office or the Clerk's Office when that authority has been given to you so that the Chair is aware that you will be asking the Question on behalf of the Member who is not present. Also, note that there are different categories of Questions. If these were Questions by 900 Private Notice, then your authority would not be sufficient. But we can proceed, Mr. Minister!"
