    "content": "Mr. Speaker, Sir, the money amounts to Kshs10,000 per student at the end of the year. However, it is released in two instalments. Half of it is for first term while the rest of the amount is supposed to be disbursed in second term. However, because of the inefficiency in data submission, we have problems. Each student is supposed to get Kshs5,000 in first term after the first disbursement. The second disbursement follows in second term."
