    "content": "Mr. Temporary Deputy Speaker, Sir, arising from the issues enumerated above, the Government engaged the services of an actuary to examine the Government Pension Scheme and recommend the way forward. The actuary studied pension expenditure and benefits trends since Independence and recommended that as a matter of priority, the Government introduces a contributory pension scheme and also raises the mandatory retirement age to 60 years."
