    "content": "Mr. Speaker, Sir, the Assistant Minister has told us that his Ministry has invested in the wisdom of the District Education Board (DEB) in so far as determining the upper limit a school should charge after the Government has sent the Kshs10,265 per student. Mr. Speaker, Sir, could he tell us whether they are going to undertake to give clear guidelines on the maximum for national, provincial and district schools? To leave it open means a DEB can as well allow a headteacher to charge Kshs50,000 or more."
