    "content": "Mr. Speaker, Sir, the answer that has been given is not satisfactory. On the 17th of September last year, at about 11.00 a.m. at Mumias Sugar Company, the Government gave a directive that with effect from that day, the price of cane per tonne payable to farmers would be Kshs2,500. The Minister made that announcement as a directive in front of His Excellency the President, the then Vice-President, the Attorney-General and it was supposed to take effect on that day. Mr. Speaker, Sir, could the Assistant Minister inform this House why the directive has not been applied by Mumias Sugar Company up to this day!"
