    "content": "Mr. Deputy Speaker, Sir, during our last remarks when we moved the National Police Service Bill, 2011, we did brief the House on the general background to police reforms which the Government has been implementing since 2009. I wish to retaliate that the reforms being undertaken are meant to transform our police services into professional and accountable security agencies that have the operational capacity to provide effective and efficient policing services to Kenyans."
