    "content": "Mr. Temporary Deputy Speaker, Sir, the National Task Force undertook benchmarking visits to UK, Sweden and Botswana, and invited experts from South Africa and Nigeria to share information on best practices on management of public complaints against the police. It is against this background that the Independent Policing Oversight Authority Bill has been developed to establish an independent mechanism for dealing with complaints against police officers. The national values and principles of governance as enshrined in Article 10(1) and (2) as read with Article 244(e) of our Constitution, the establishment of this body is meant to promote public participation in policing and enhance good relationship with broader society as envisaged in the said Article. The Constitution also demands high standards of professionalism, transparency, accountability amongst the police and compliance with constitutional standards of human rights and fundamental freedom."
