    "content": "Mr. Deputy Speaker, Sir, listening to the Minister, I could understand that she has a good plan to deal with the water menace in Budalang'i, but I did not hear from her what plans she has for Nyando. She talks of Budalang'i only! Does she have any plans for Nyando, because every year we are affected? Is she aware that this year, we have lives and many homes which were swept away in Nyando? Does she have any support for people in my constituency of Nyando? What future plans does she have to be able to contain this menace year in, year out? Should Nyando also not be considered under the special programme on the Internally Displaced Persons (IDPs), because each year the water menace destroys lives and properties?"
