    "content": "Thank you, Mr. Deputy Speaker. I just want to thank the Minister, because she is doing a good job. I just want to support her in her work. Initially, I had asked what her understanding of disaster is. Could she give a definition of disasters? Could she also declare cattle rustling a national disaster, so that the Government could mobilize sufficient resources to deal with this historical problem that is affecting northern Kenya? Finally, could she give a commitment to this House on when she will bring that drought policy before the House? I know that it is ready, and they are just \"sitting\" on it, maybe because the Cabinet has not met. Bring it here even before you meet, because we will not wait for you to meet; you are too many to be meeting!"
