    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to second this very important Bill. As hon. Members will recall, as part of the Bills that were necessary for the implementation of the Constitution, we did pass some two very critical Bills affecting the police force – one creating the service and one defining the commission and all that. The last leg of this three-anchored platform for the police reforms is this police oversight body. It was not part of the schedule of the law that needed to be passed within the first 18 months, but it is very important. The only reason it was left out when we were passing all the others was for the purpose of saving hon. Members’ energy so that they can concentrate on all the other Bills. It fitted very perfectly within what needed to be passed at that point."
