    "content": "Really, the way I look at it personally, it is the oversight body that will basically represent the entire populace, because we are all supposed to be the overseers of our police service. But we cannot all sit and arbitrate; some of us will then – the few - be called upon to serve on this Board. They will be the ones doing the job on behalf of everyone else. But the public should never lose sight at any one point of the fact that they are the overseers of the police service, which is supposed to be serving them as a people. Whether through this or through the community policing or through local mechanisms like the county government, it is the responsibility of each and every one of us to ensure that the police service does what it is should be doing for all of us."
