    "content": "Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, considering that Kenya has over eight million mobile telephone subscribers, considering further that mobile phones have far much replaced landline phones as a means of communication, cognisant that mobile phones can be used to spread hate messages through short message service (sms) as it happened during the post-election period, aware further that in most countries all mobile subscribers are required by the law to register with the service providers; this House do grant leave for the introduction of a Bill to amend the Kenya Communications Act No.2 of 1998 in order to make it mandatory for mobile phone subscribers to register with service providers. RESOLUTION TO WRITE OFF ADC/AFC LOANS"
